Many argue that the workforce is part of the problem. In reality, it is the problem. The lack of qualified and professional contracting personnel is indeed the bottleneck of the breakdown. The amount of bureaucracy is of course a detriment, but the educated workforce, working in concert with industry to properly develop requirements and effective contracts, is the central point of failure. The overarching issue is the knowledge-gap regarding the strategic value of contracting in supporting the mission. It continues to be regarded as a low-value add, administrative function that does not support the mission, but hinders success at many agencies. Therefore, it does not get properly funded, as evidenced by the recent GAO report on failures in workforce development. They may talk the talk about improving the workforce, but not walk the walk, as it where.
